Citizens can now send and receive official letters in digital form to any state institution through ‘mygov’

A new important step has been taken in the country toward digital government. Citizens can now send official letters directly to state institutions through the “mygov” platform. At the same time, government institutions will also be able to send official letters and notifications to citizens.

This new feature allows citizens to properly prepare an official letter and submit it electronically to the relevant state institution. Through “mygov”, citizens can send official letters to government bodies in order to initiate a request, provide information, or obtain clarification on any issue.
It is especially important to note that according to the Law of the Republic of Azerbaijan “On Citizens’ Appeals”, government institutions must respond to citizens’ appeals within a maximum of 15 working days (or 30 days if the appeal requires investigation).

The process works as follows:
• The user enters the “Official letter to state institutions” function from the special envelope icon on the mygov homepage or from the “More” section.
• Creates a new appeal and enters the institution the letter is addressed to, along with the title and content of the letter.
• If needed, attaches additional documents using the “Upload file” button.
• After confirming the information, the letter is signed via SİMA or ASAN digital signature and automatically sent to the selected state institution.

Each sent letter is stored in the “Sent” section. The citizen can track the status of the letter in real time — whether it has been received, reviewed, or answered. Incoming letters from government institutions appear in the “Inbox” section.

This modern functionality created on “mygov” within the “Citizen–Government” and “Government–Citizen” communication model is implemented through the Digital Document Circulation subsystem provided by the Innovation and Digital Development Agency.

It should be noted that 59 state institutions have already been integrated into the system under this function, and full integration of all institutions is expected in the coming days. In addition, approximately 11,000 letters were exchanged on the platform in the first month. Among the institutions sending the most letters, the Ministry of Labour and Social Protection of Population ranks first. Citizens most frequently contacted the Ministry of Labour and Social Protection, the Ministry of Justice, and ASAN Service.
