By the relevant order of the Minister of Science and Education of the Republic of Azerbaijan, Emin Amrullayev, Elviz Ismayilov was appointed Vice-Rector for Science and Innovation of the Azerbaijan State Oil and Industry University (ASOIU).
Elviz Ismayilov was born in 1983 in the village of Gizil Shafag, Kalinin region, Armenian SSR. He completed his secondary education at secondary school No. 240 in Nasimi region. Later, he was admitted to the “Applied Mathematics” specialty of the Azerbaijan State Oil Academy (ASOIU) and graduated with a bachelor's degree in 2004. In the same year, he was admitted to the master's degree program in the “Informatics” specialty of the Azerbaijan State Oil Academy and received a master's degree in 2006.
Since 2006, he has continued his postgraduate studies in the “System Analysis, Information Processing and Management” specialty at the “Applied Mathematics” department of the Azerbaijan State Oil Academy.
Elviz Ismayilov, who started his career in academia, worked as a senior lecturer at the “Economics and Natural Sciences” department of the Azerbaijan State Customs Academy in 2016. In 2018, he was appointed as an assistant at the “General and Applied Mathematics” department of ASOIU. By the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan dated September 23, 2022, he was awarded the degree of Doctor of Philosophy in Technology.
In 2019–2024, he worked as an executive for scientific media and design work at the High Performance Computing (HPC) center of ASOIU. Since 2024, he has been working as the director of the Digital Development and Innovation Center of ASOIU.
In 2019–2025, he was the chairman of the Council of Student Scientific Societies of ASOIU and during this period he led the organization of 6 republican scientific conferences within the university.
Elviz Ismayilov is the author of more than 30 scientific works, including 1 book, in the fields of artificial intelligence and high-performance computing (HPC). 10 of his articles are included in the Scopus scientific metric database. He has delivered reports at international conferences and symposiums held in these areas abroad. In total, he has mentored more than 50 local startup teams and organized a number of hackathons.
In 2020, he was awarded the Azerbaijan Republic Jubilee Medal “100th Anniversary of the Azerbaijan State Oil and Industry University (1920–2020)” by ASOIU, as well as an Honorary Decree by the Minister of Science and Education of the Republic of Azerbaijan.
