As part of the digital transformation underway in Azerbaijan, "SİMA Signature" has been integrated into the unified public procurement web portal. The State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan has enabled the digital signing of documents using "SİMA Signature" on the portal (https://etender.gov.az/).
Entrepreneurs can currently use "SİMA Signature" on the portal to sign company financial statements as well as applications for obtaining relevant certificates from the State Tax Service. The process is conducted entirely in a digital format; entrepreneurs can obtain a digital signature via a mobile app—without visiting any service centers—and participate in tender processes directly online.
This simplifies the document signing process, reduces the operational burden on procurement participants, and enables more agile and efficient execution of procedures. At the same time, obtaining the signature online facilitates the participation of small and medium-sized enterprises in public procurement, contributing to a broader competitive environment and greater process transparency.
This innovation is part of the ongoing efforts to digitize public services in the country. The modernization of public services and their transition to digital platforms are identified as key priorities in the "Concept of Digital Development in the Republic of Azerbaijan," approved by the Decree of the President of the Republic of Azerbaijan dated January 16, 2025.
