The Innovation and Digital Development Agency is launching the first stage of a series of hackathons, held in partnership with the Baku Narimanov District Executive Authority, as part of the Openwave Open Innovation Program, an "Open Innovation" platform for expanding innovation activities in state institutions and developing the ecosystem. The first major step to be taken within the framework of this strategic initiative that responds to global challenges will be the large-scale "Openwave" hackathon, organized in partnership with the Baku Narimanov District Executive Authority. The official organizers of the event are the Innovation and Digital Development Agency, the Baku Narimanov District Executive Authority, and "Tedspace", an innovation ecosystem that brings together young startups, companies, and talented individuals. The media support of the event is provided by "Tedroid", the country's scientific, technological, and startup media. The main idea of the Openwave Open Innovation Program is to abandon traditional closed systems in public administration and jointly harness the potential of the technological community, startups, and individual talents. The Open Innovation approach allows organizations to integrate innovative ideas and advanced technological solutions from outside into their internal processes. In accordance with the philosophy of one of the organizers, Tedspace, "From knowledge to unity, from idea to reality", through this platform, citizens and IT specialists become not just consumers of services, but direct participants in digital transformation. Teams consisting of experts in the field, programmers, designers, and developers will participate in this hackathon, which will last 48 hours. As a result of the selection process, the most professional 15-20 teams, approximately 60-90 participants, will compete to participate in the hackathon. “At the end of the presentations, the top 3 teams will be selected and the winners will be awarded a total prize fund of 10,000 AZN. 1st place will receive 5,000 AZN, 2nd place will receive 3,000 AZN, and 3rd place will receive 2,000 AZN.”
It should be noted that this hackathon is not just a competition platform, but is designed as a practical mechanism for optimizing territorial management in Narimanov district. The main goal of the event is to create a mechanism for participants to identify, record, prioritize, and monitor the resolution of territorial problems. Within this framework, participants are required to develop digital solutions that include the following functionalities:

● Operational registration and referral: Operational registration of detailed information on identified problems and forwarding to representatives of relevant institutions and responsible persons;
● Accessible management (Mobile application): Ensuring accessibility of information and management through photo, geolocation and problem category functions;
● Analytical panels: Creation of a live “situation map” of the district and a comprehensive management panel for interactive reporting;
● Digital archive and audit: Accounting for problems, digital archiving, setting priorities and establishing an audit tracking mechanism;
● Implementation and status tracking: Assigning an executor and an objective deadline for tasks, tracking the status of the problem until it is completely resolved;
● Automated notification: Sending automatic notifications by the system in case of delays;
● Unified coordination: Coordination of the activities of utility institutions operating in the district (a systematic action plan that includes preventive and operational measures, taking into account information in the event of accidents in the supply of water, gas, electricity, and weather conditions).
