More than 6,000 citizens in Azerbaijan have fallen victim to hacker attacks

The State Service for Special Communications and Information Security of the Republic of Azerbaijan continues to conduct audits and monitoring on information security to protect government institutions from existing and potential threats.

Despite the ongoing “Cyber Hygiene Project” for government employees, the promotion of the “Instruction on Ensuring Information Security,” and other awareness-raising activities, during the first half of 2025, 95 employees from 47 government institutions fell victim to cyberattacks due to non-compliance with cyber hygiene rules.

It is important to note that 16% of the targeted government employees held administrative privileges, which raises serious concerns and indicates insufficient internal information security control within these institutions and a lack of necessary measures. The State Service for Special Communications and Information Security has informed the respective government bodies to take appropriate actions.

Furthermore, citizens who do not adhere to information security and personal cyber hygiene rules while using the internet also fall victim to cyberattacks. Such individuals not only risk the data on their personal computers but also compromise authentication credentials (login, passwords) and personal information related to the government electronic services they use. In the first half of 2025, the number of citizens who are users of government services and fell victim to cyberattacks reached 6,164
