OpenAI is being integrated into the Azerbaijani education system

Cooperation has begun between the Ministry of Science and Education and OpenAI on the development of an adaptive learning platform. The platform is planned to be developed and implemented within the framework of the “Digital School” project.

The Memorandum of Understanding signed between the Ministry of Science and Education, the Ministry of Digital Development and Transport and OpenAI envisages the creation of artificial intelligence-based adaptive learning opportunities for more than 500 thousand students.

The platform will be integrated into the existing national education program and will function as an additional functional tool based on artificial intelligence. The solution to be developed will allow for individual diagnostics of students’ knowledge and skills, providing personalized tasks during the lesson process, and providing artificial intelligence-based individual learning support tailored to the learning needs of each student. The platform will also provide real-time performance indicators for teachers, school principals and the ministry.

The application will be implemented in the pilot project format at the initial stage and will be expanded in stages based on the results. The application of the platform will be carried out taking into account the principles of teacher control, compliance with the national curriculum, continuous assessment and data protection.

During the signing ceremony, Minister of Science and Education Emin Amrullayev said that by creating opportunities for teachers and students to effectively use new artificial intelligence tools, responsible use of these technologies is being formed. Cooperation with OpenAI supports the integration of artificial intelligence into education and is consistent with the priorities of the “Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026−2028” approved by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev.

Kevin Mills, Head of Market Access for Education and State Programs at OpenAI, noted that Azerbaijan demonstrates a thoughtful and ambitious approach to the application of artificial intelligence in education. The partnership between the Ministry of Science and Education and OpenAI is built on a strong national digital infrastructure and a commitment to supporting the practical and responsible use of artificial intelligence by students and teachers. He also spoke about OpenAI’s research on how the platform, which will be developed based on API technologies, will support learning, enhance classroom experience, and contribute to the formation of students’ important skills for the future.

Within the framework of the cooperation, the Ministry of Digital Development and Transport and Open AI will work together to develop a national artificial intelligence innovation ecosystem. This includes organizing hackathons, build days, and structured research and development cooperation. The goal is to strengthen Azerbaijan's position as a regional hub for AI-based solutions.
