As a continuation of the "Great Return" policy, the visits of Azerbaijani citizens and foreign tourists to territories freed from occupation are facilitated.
If until now, citizens used to visit the liberated territories only by organized bus flights and group tourist trips, from December 27, 2023, they will be able to visit the city of Shusha and the settlement of Sugovushan by private passenger cars. Citizens can obtain a travel permit starting from December 25 through the "Yolumuz Qarabaga" portal (www.yolumuzqarabaga.az). It will be possible to visit the city of Shusha by entering the Alkhanli checkpoint of the Fuzuli district via "Zafar Yolu", and to the Sugovushan settlement by passing through the districts of Tartar and Goranboy (Tapgaragoyunlu village).
A number of regulations will be applied when issuing permits to citizens for a trip in the direction of Shusha and Sugovushan. Detailed information about this can be obtained through the "Yolumuz Karabakh" portal.
The journey can be made by private passenger cars with no more than nine seats, including the driver's seat. Private passenger cars mean vehicles with the state registration plate of the Republic of Azerbaijan, according to category B. Permits can be obtained for a maximum of 9 people, including the driver, in one passenger car. The validity period of the permits will be two days for the city of Shusha, and one day for the settlement of Sugovushan. In order to organize trips regularly and ensure the safety of passengers, it is planned to allow 80 passenger cars to visit Shusha and 60 passenger cars to Sugovushan during the initial period.
Individuals who drive private cars should familiarize themselves with the rules and educational information about mine safety through the "Yolumuz Karabakh" portal, and also inform the persons traveling with them about this, after entering the de-occupied areas and passing the appropriate inspection to comply with mine safety. then they should not deviate from the route trajectory, be careful at intersections and drive the vehicle without stopping along the trip route to the final destination. Citizens can make room reservations by contacting the hotels posted on the portal before the trip.
We inform you that group tourist tours to Baku-Shusha, as well as bus flights organized on the "Yolumuz Karabakh" portal, will be continued as before. From now on, foreign citizens will be allowed to participate in tourist tours, and local and foreign tourists can apply to any tourism company to participate in tours. Group trips to Sugovushan will be organized by tourism companies classified as tour operator and tour operator-tour agent in the State Tourism Register (data.tourism.gov.az).
