The Central Bank of Turkey has revoked the licenses of the payment systems Pay Fix, İninal, and Aypara

This decision was published in the official government newspaper, “Resmi Gazete.” It is worth noting that before these systems, another popular service, Papara, had also had its license revoked.

The licenses of these companies were initially suspended in March 2025 following an inspection to determine whether they were complying with the law regulating payment services. At the time, Turkish media reported that the main reason for the investigation was suspicions of involvement in illegal betting (bookmaking) activities and money laundering.

In October, the Central Bank also revoked the license of Papara, another system popular among tourists. Earlier, in May, the company’s owner had been detained on similar suspicions.

A government source told the RIA Novosti agency that this decision would not cause problems for Russian tourists. According to the source, transactions via Papara had already “significantly decreased” in recent seasons, and other major companies had already taken — or could easily take — its place in the market.
