A "Digital Communication" information system is being established in Azerbaijan.

President Ilham Aliyev has signed a decree on the establishment of the "Digital Communications" information system (DCIS) and the regulation of related matters. The DCIS utilizes digital technologies—including information and communication technologies (ICT)—to facilitate regulation and oversight within the ICT and communications (telecommunications and postal) sectors. It ensures the efficiency, effectiveness, and transparency of interactions between various entities—such as central and local executive authorities, state-owned enterprises (including those in which the state holds a controlling stake), public legal entities established on behalf of the state, other budgetary organizations, and local self-government bodies—as well as with other individuals and legal entities. Furthermore, it ensures the systematic organization and accessibility of the services provided and the data stored within the system.

The Ministry of Digital Development and Transport serves as the owner of the DCIS, while the Information and Communication Technologies Agency—an entity under the Ministry—acts as its operator. The Cabinet of Ministers shall resolve matters arising from the Decree, while the Ministry shall undertake the necessary measures—in coordination with the state bodies (institutions) that serve as the primary sources for the data specified in the Regulation—to ensure the formation, maintenance, organization, and development of the RRIS (Unified Register of State Information Resources and Systems). This includes hosting, maintaining, and enhancing the system within the "Government Cloud" (G-cloud) in accordance with the "Government Cloud (G-cloud) Concept" approved by the Decree of the President of the country dated June 3, 2019. Furthermore, the Ministry shall ensure the inclusion of the RRIS in the "Unified Register of State Information Resources, Systems, and Electronic Services" and the state register of information systems containing personal data, and shall facilitate the acquisition of the relevant data—within a six-month period—via the E-Government Information System.

The Ministry, in conjunction with the State Service for Special Communication and Information Security, shall also address the requirements set forth in the Decree of the President of the country dated September 12, 2018, titled "On the Approval of the 'Rules for the Formation, Maintenance, Integration, and Archiving of State Information Resources and Systems' and on Certain Measures Related to E-Government." must ensure the implementation of the measures arising therefrom.
