DST: Cases of AI being used for criminal purposes are increasing

At the “Critical Infrastructure Defence Challenge 2025” (CIDC 2025) held in Baku, current issues in the field of cybersecurity were discussed. During the panel discussions, Davud Rüstəmov, head of the Cybersecurity Operations Center at the State Security Service (DST), highlighted notable points regarding the use of artificial intelligence (AI) in criminal activities.

Answering the moderator’s question on steps being taken to combat cyberattacks and other crimes leveraging AI, Rüstəmov emphasized the rapidly growing trend of AI solutions being applied across various sectors. At the same time, he noted an increase in interest in using AI for criminal purposes.

According to Rüstəmov, cybercrime and other offenses committed using AI are monitored by DST. He observed a significant rise in incidents of AI-enabled malicious activities worldwide.

Rüstəmov added that the experience gained from operational oversight, along with cooperation with foreign intelligence and security partners, strengthens this assessment. He cited an example from an international investigation in which the illegal use of Large Language Models (LLMs) was detected. Such cases, he noted, enable criminal networks to develop more sophisticated scenarios for sabotage and illicit activities.
