Kazakh President Kassym-Jomart Tokayev has approved the laws “On Amendments and Addenda to the Legislation in the Field of Artificial Intelligence and Digitalization” and “On Artificial Intelligence”.
Now, the circulation of unsecured digital assets (cryptocurrencies, tokens) is possible in the country. Previously, this activity was permitted only in the Astana International Financial Center (AIC). This means that crypto exchanges will be able to operate anywhere in Kazakhstan, but for this they must obtain an appropriate license.
At the same time, the requirement to sell most assets obtained through mining through AIC exchanges has been abolished. Mining is now officially permitted for citizens and legal entities of Kazakhstan, RBK Crypto reports.
The second law establishes the principles of regulating artificial intelligence: legality, justice, equality, transparency and explainability, the primacy of human well-being and free will, data protection and security.
Artificial intelligence systems will be classified by risk level: minimal, medium and high. High-risk systems will be subject to additional control and protection. Fully autonomous systems, technologies that make decisions without human intervention, are prohibited.
