Kazakhstan adopts law regulating artificial intelligence

The lower house of the Kazakh parliament, the Majlis, has approved a law regulating the field of artificial intelligence (AI) for the first time in the country's history. The new document includes provisions on security, ethical principles, and support for digital innovations.

According to the Speaker of the Majlis, Erlan Koshanov, the main goal of the law is to protect citizens' rights, ensure control over AI systems, and create conditions for the development of a national platform:

“The law defines risk assessment, protection of human rights and personal data as the main principles. Artificial intelligence technologies should serve society and remain safe for people. Therefore, the law groups systems according to the level of risk.”

The law prohibits technologies that affect human behavior and abuse emotional and psychological vulnerabilities. High-risk AI systems will operate under special control.

In addition, the creation of a national platform for artificial intelligence at the state level will be launched. This platform will create equal access to technological opportunities for all participants, from startups to large companies.

One of the important elements of the law is the right of users to be informed: citizens must know that they are encountering content created with artificial intelligence. The document also includes provisions on the protection of copyright.

Erlan Koshanov noted that the new law will create a basis for the development of innovations in the country, improving the quality of life of citizens and the introduction of modern technological solutions in line with international standards.

President Kassym-Jomart Tokayev also called artificial intelligence a priority direction for the country and stressed the importance of Kazakhstan becoming a digital center in the Eurasian region. On the instructions of the head of state, a separate ministry for artificial intelligence and digital development was recently established.
