Revolut has started sending notifications about the freezing of accounts to Russian customers living in Europe but not holding EU citizenship or a residence permit (VNZH). The service has asked users to provide updated residence documents.
According to The Bell, many Russians living in Latvia, Ireland, Finland and other EU countries have received these letters. They were warned that their accounts would be frozen from December 31, 2025. Customers will no longer be able to make transfers, card payments or cash transactions.
Some users have also reported difficulties uploading documents. According to financial advisor Natalya Smirnova, similar restrictions have been imposed on Revolut Business accounts for Russian and Belarusian citizens.
The company linked this decision to the EU’s 19th package of sanctions. According to the rules, European financial institutions cannot provide services to Russian and Belarusian citizens who do not hold EU, EEA or Swiss citizenship or a residence permit.
Revolut's press service told the BBC that the company is required to comply with UN, EU, UK and US sanctions laws. In August 2025, a "sanctions policy reminder" was sent to some Russian customers, stating that violating the rules would result in account closure.
