The bill would require security tests for advanced AI models, create a "kill switch" and give the state attorney general the power to sue non-compliant developers. The bill seeks to balance oversight with the threats AI systems could potentially pose to take over critical government infrastructure.

While safety is paramount, Silicon Valley technologists and some members of the House, including Nancy Pelosi, oppose the bill, citing its potential to drive developers out of California and disrupt the open-source AI ecosystem if passed. OpenAI, Meta and other giants warn that the bill will stifle innovation and drive entrepreneurs to seek more favorable environments.

This debate actually points to a broader issue: how can we regulate AI without stifling the innovation that drives it? On the one hand, the scope of the risks posed by AI left unchecked is enormous, and preventive measures must be taken before AI becomes unmanageable. On the other hand, excessive regulation can slow down basic research and divert talent.

Looking ahead, legislative frameworks that protect the public interest without stifling leading innovations can take a balanced approach involving cooperation between local and central government agencies. Developers need clarity and a stable legal environment to succeed, and society needs protection against the potential dangers associated with artificial intelligence.

For countries like Azerbaijan, the impact of SB 1047 may seem distant at this point. However, it also suggests an opportunity to reflect on the local innovation ecosystem. Currently, Azerbaijan does not have the infrastructure or reputation to attract the sector's leading AI developers, but this makes it all the more important to develop an ecosystem that can take advantage of such opportunities. Developing a strong legal framework for artificial intelligence, encouraging local and international talent, and investing in research and development (R&D) could put Azerbaijan on the map as a destination for tech entrepreneurs looking for an alternative to heavily regulated regions like California. If Azerbaijan can offer clarity, stability and innovation-friendly policies, it can gradually attract global developers and tech entrepreneurs and become a more significant player in the AI ​​space.

As AI continues to develop, it is clear that legal regulation will follow closely. The outcome of SB 1047 is sure to set a precedent for AI policy not just in California, but around the world. Whether or not it strikes the right balance will likely affect where the next big advances in AI will happen and who will benefit.
