Uzbekistan’s artificial intelligence strategy: national model and workforce development

President Shavkat Mirziyoyev announced a new artificial intelligence (AI) strategy aimed at accelerating the country’s digital transformation. Under this strategy, Uzbekistan aims to become one of the leading countries globally in the field of artificial intelligence by 2030.

National Artificial Intelligence Model

One of the main directions of the new strategy is the creation of a national AI model that reflects the country’s culture and core values. This model also seeks to encourage young people to actively engage in creative thinking and technological development. President Mirziyoyev emphasized that this initiative aims to merge Uzbekistan’s rich historical heritage with modern digital innovations.

Workforce Development and Strengthening Educational Infrastructure

Uzbekistan has launched an educational program called “One Million AI Leaders.” Within this program, it is planned that at least 100,000 young people will receive training in AI technologies by 2025. The project is being implemented in collaboration with the United Arab Emirates.
In addition, over 19,500 computer science teachers are active in the country, and new curricula on artificial intelligence are being developed for schools. These curricula are inspired by the AI programs at the Massachusetts Institute of Technology (MIT), and teachers are offered two-year professional development courses.

Infrastructure Investment and Research Centers

As part of the strategy, the establishment of 10 scientific laboratories focused on AI research and development is planned, along with the installation of high-performance computing servers. Additionally, by September 2025, a “big data” repository will be formed, with data processing infrastructure expected to be implemented by May 2026.

Application of AI in Public Services

Uzbekistan plans to expand the use of artificial intelligence technologies in the digitalization of public services. Already, projects such as the PalmPay metro payment system, MyID and FaceID digital identification tools, the e-Government portal, and AI assistants in tax authorities have been introduced.

International Cooperation and Regional Leadership

Uzbekistan ranks first in the Central Asian AI readiness index and aims to strengthen international cooperation to become a regional leader in this field.

Uzbekistan’s strategy to rapidly develop artificial intelligence by 2030 will further advance the country’s digital transformation and enhance its international competitiveness. Preserving national culture and encouraging active participation of youth in technology are among the key priorities of this plan.
