Uzbekistan to impose fines for misuse of artificial intelligence

Uzbekistan is creating a new legal framework for the use of artificial intelligence (AI). Administrative fines and imprisonment are provided for those who illegally use AI in the country.
The Senate of the Oliy Majlis of Uzbekistan has approved a new draft law on the application of artificial intelligence. The document defines liability for the misuse of AI for the first time. According to the rules, citizens and companies that violate the rules for the application of artificial intelligence may face administrative arrest for up to 15 days and a fine of 50–100 base units of account (the equivalent of several hundred dollars). The equipment used in the violation will also be confiscated.
The law was adopted as amendments to the document “On Information Technologies” and for the first time defines the official definition of the concept of “artificial intelligence”, its areas of application and mechanisms for protecting personal data.
According to the new law, decisions affecting human rights must be made with the participation of humans, not just artificial intelligence. State institutions, banks and companies cannot shift responsibility for decisions to artificial intelligence.
Also, all images, videos, texts and music created by neural networks must be marked as “created by AI”. The aim is to prevent fake news and “deepfake” materials.
The draft law emphasizes: “Technologies should not violate human rights, life, health and dignity.”
The document will come into force after being signed by the president. The government is instructed to develop ethical standards for artificial intelligence and rules for its application in the state and commercial sectors. This step will make Uzbekistan one of the leading countries in Central Asia in the field of legal regulation of artificial intelligence.
