A special legal zone based on English law is being created in Uzbekistan for the innovation ecosystem

On November 26, 2025, the President of Uzbekistan Shavkat Mirziyoyev signed a decree on the activities of the Enterprise Uzbekistan International Center for Digital Technologies. This center will operate within Uzbekistan under a special legal regime, and residents will operate under the rules based on the common law of England and Wales. Disputes will be resolved by an independent special court.

The center will allow IT companies to operate in accordance with the rules applied in international technology and financial centers. This model is similar to the experience of the Dubai International Financial Center (DIFC) or the Astana International Financial Center (MFCA). Residents will be able to engage in software development, consulting and outsourcing, scientific research, video games and digital content creation, the application of artificial intelligence technologies, data centers and cloud computing, and scientific and educational activities.

The center will be managed by a special council headed by the President, which will include the Prime Minister and other senior officials. Residents' financial services will be regulated by the Central Bank and the National Agency for Promising Projects, while a special tax service will provide services in English on a "one-stop shop" basis.

The decree also stipulates that disputes between residents will be resolved by an independent special court, and that companies providing services outside the center will operate without using resident privileges. Within three months, the government will prepare a draft constitutional law "On the International Center for Digital Technologies."
