There are reports in Russian media that the WhatsApp messenger may be blocked soon. Although no official decision has been made yet, some sources say it is highly likely to happen.
In 2022, a Moscow court declared Meta—the owner of WhatsApp, Instagram, and Facebook—an extremist organization. At that time, Facebook and Instagram were blocked in Russia, but WhatsApp was not, as the court ruled that it does not publicly disseminate information like social networks.
In 2023, Russian lawmakers suggested that WhatsApp could be banned due to the potential spread of propaganda and false information through its Russian-language channels. At the same time, discussions began about creating national messengers in Russia.
In 2024, WhatsApp usage was restricted in some regions, and government authorities demanded the removal of “prohibited” content from the app. Additionally, laws require WhatsApp to provide user messages to the state upon request, or it risks being blocked.
In 2025, VK launched the national messenger “Max.” The Russian government aims to limit the use of foreign messengers and promote domestic alternatives.
Experts and lawmakers believe that the likelihood of WhatsApp being blocked in Russia is high. Although the ban has not been officially confirmed, the situation is becoming increasingly serious.
It should be noted that Meta has been officially banned in Russia as an extremist organization, making its services legally prohibited in the country.
