The Supervisory Service for Communications, Information Technologies and Mass Communications of the Russian Federation (Roskomnadzor) has blocked the Discord platform for violating legal requirements and posting illegal information.
Roskomnadzor said that Discord was used for purposes related to terrorism and extremism, that citizens were involved in such activities, as well as that it did not fulfill the requirements to prevent the dissemination of information about the sale of drugs. TASS and RIA Novosti reported this information with reference to Roskomnadzor.
The regulator also noted that Discord was ignoring a court order issued in 2023. That year, the court fined the company 6 million rubles for not deleting illegal data.
In March 2024, the Discord platform was included in the Russian social network registry. Platforms participating in this registry must comply with the law to independently detect and block illegal content. Since July, 17 links on Discord service pages have been entered into the illegal information register.
On September 27, the Kommersant newspaper reported that since the 20th of that month alone, Roskomnadzor has issued five decisions on violations of the law, which could be grounds for blocking Discord in Russia. Later, the Tagansky Court of Moscow fined the company 3.5 million rubles.
In October, Roskomnadzor demanded the removal of 947 illegal materials from Discord. He said that these materials are related to child porn, involvement of minors in illegal activities, extremism and suicide calls, as well as drug and LGBT propaganda. Some of this content was still available.
