Kazakhstan signs memorandum of understanding with Oracle to strengthen AI and digital development

Kazakhstan’s Ministry of Artificial Intelligence and Digital Development has signed a memorandum of understanding (MoU) with Oracle. According to the Kazinform agency, the agreement, reached during the C5+1 Summit in Washington, aims to enhance cooperation in the fields of artificial intelligence, high-performance computing, and cloud technologies.

The Ministry provided details of the MoU, stating that the parties plan to collaborate on:

Assessing the feasibility of implementing Oracle solutions as a pilot AI infrastructure in Kazakhstan;

  • Conducting relevant trials and tests;
  • Exploring the phased development of cloud data centers;
  • Implementing pilot projects in applied AI.

The collaboration may also include Oracle’s advisory support for human capital development programs (including specialized training and certification), joint research projects, and the establishment of an Oracle Competency Center in Kazakhstan.

Additionally, the parties plan to continue discussions on the regulatory and ethical aspects of AI development.

According to Jaslan Madiyev, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of Kazakhstan, the partnership with Oracle will support the development of Kazakhstan’s national AI infrastructure and digital ecosystem, demonstrating the country’s commitment to promoting technological innovation and building a strong foundation for its digital economy.

Ellison O’Brien, Managing Director of Government Affairs at Oracle, noted that the company looks forward to supporting Kazakhstan in implementing its national AI strategy, and that their technological expertise will help accelerate digital transformation across various sectors of the economy and promote innovation.

Earlier, President Kassym-Jomart Tokayev made an official visit to Washington to participate in the C5+1 Summit. During the visit, Kazakhstan and the U.S. signed an MoU on cooperation in critical minerals. As previously announced, Kazakhstan is also preparing to launch a Coursera-based digital training platform.
