"III Summit Meeting of State Institutions IT Managers" was held

The "III Summit Meeting of IT Managers of State Institutions" was held by the State Service for Special Communication and Information Security (XRITDX).

Tech.az Media reports that the event was regularly organized by KhRITDX in order to involve the information security management staff of state institutions in the exchange of experience and to strengthen inter-institutional communication. More than 100 representatives from 73 state institutions participated in the event.

First of all, a video presentation on the annual activity of the KRITDX was shown at the event.

Opening the "Summit Meeting" with an introductory speech, Deputy Head of the State Service for Special Communication and Information Security, Major General Allahveren Ismayilov welcomed the participants and said that according to the Decree signed by National Leader Heydar Aliyev on February 2, 1997, February 2 every year It is celebrated as Azerbaijan Youth Day. The deputy head congratulated the young people who participated in the "Summit Meeting" in this regard.

In his speech, A. Ismayilov said that this "Summit Meeting" will be dedicated to strengthening the information security of state institutions, especially to the discussion of the security issues of critical infrastructures, as well as to the joint assessment of threats to the information security of state information systems and resources during the extraordinary presidential elections to be held in Azerbaijan on February 7 of this year. stressed.

At the opening ceremony of the event, Elmir Valizade, the sector manager of the Non-Governmental Organizations and Communication Department of the Administration of the President of the Republic of Azerbaijan, said in his speech that such a summit is being held for the third time. Such events with the participation of the responsible persons of all institutions in the field of Information Security are very important.

E. Valizade noted that there were many remarkable events for Azerbaijan last year.

"Azerbaijan has fully restored its territorial integrity and sovereignty. This is a very important event. It was also a successful year in the field of cyber security. Thus, in the second half of last year, President Ilham Aliyev approved the "Strategy of the Republic of Azerbaijan on information security and cyber security for 2023-2027". There are many tasks ahead for the current year. Based on the strategy, the goals and action plan have already been drawn up. At present, the main task ahead is to properly carry out the steps arising from this plan of actions. A working group has been established by the Cabinet of Ministers and a schedule of actions has already been established for the proper organization of communication between relevant institutions. We think that the national strategy will be successfully implemented in Azerbaijan", added E. Valizadeh.

E. Valizade also added that every institution working in the field of information security related to the upcoming presidential elections should check the strength of its existing information systems at a high level: "I wish success to all institutions in this direction. I hope that at the next summits, we will discuss not only the projects implemented within the borders of our country, but also the projects implemented outside our country."

Tural Mammadov, the Head of the Department of the National Security Service of Ukraine, said during his speech that a secure network has been established to ensure the information security of state institutions. 911 million 430 thousand malicious links to the websites of state institutions were blocked by the service. Also, 7 million 122 thousand 200 pests were blocked in the last cases of use. Some of them were specially targeted pests. 1 million 103 thousand 650 malicious files were detected during the last 1 year through the analysis system of malicious files. End users are prevented from downloading and using these files.

T. Mammadov noted that the implementation of the new "Anti DDoS" system will begin this year. This system will serve to better protect state institutions against cyber attacks. The head of the department said that the new e-mail system will be put into use next month. The new system, based on the Domino system, will allow providing many additional services. The first Azerbaijani language interface will be available. A centralized XDR solution will be provided for the protection of end users of government agencies. Bulk SMS service will be active from this year. T. Mammadov also announced that the "Cyber Diplomacy" conference will be held in Azerbaijan for the first time this year.

"This event is held jointly on the basis of the Memorandum of Understanding signed with the National Research and Development Institute for Informatics of Romania. This will be the first such event not only in Azerbaijan, but also in the region. The main goal of the event is to form Azerbaijan as the main center where cyber diplomats gather," T. Mammadov added.

Tural Mammadov said that numerous audits were conducted in the information systems of state institutions during 2023 and 697 defects were discovered. Last year, this number was 597, and this year's indicator is compared to last year 

20 percent more. This figure is the number of reports of deficiencies determined on the basis of accounts written on the basis of gaps found in state information systems, leaked information. Compared to the corresponding period of last year, the number of incidents is not high. The number of annual inquiries was 7081. 6649 of them were processed and closed.

"We investigate the incidents received from state institutions with indicators, and the necessary indicators are blocked. If we look at the statistics during the year, it is possible to determine the activity of state institutions in certain periods. According to the annual result, 517 cyber attack indicators were identified and blocked as a result of our monitoring, and 674 specific cyber attack indicators were identified and blocked as a result of investigating the incidents presented by the institutions. This means preventing hundreds of cyber attacks. We recommend the state institutions to be careful and inform us immediately in the case of the smallest anomalies", said T. Mammadov.

In the continuation of the event, presentations were held on the topics "Organization of activities to combat cyber threats in critical information infrastructure", "How should a new generation Cyber Security Operations Center be established?", "Effective management model of end users" and discussions were held on information security, new trends, threats, problems faced by state institutions during the election period. done.
