Last week, Albania’s Prime Minister Edi Rama introduced the world’s first artificial intelligence minister, “Diella,” who made her first speech in parliament. Diella, whose name means “sun” in Albanian, has been appointed as a government minister responsible for public procurement. In the future, all procurement processes are planned to gradually come under the supervision of artificial intelligence.
During her parliamentary speech, the AI minister was presented in the form of a woman wearing traditional Albanian attire. In her three-minute address, Diella highlighted her functions while referring to the provisions of the national constitution.
“The Constitution talks about institutions that serve the people. It does not speak of chromosomes, flesh, or blood. It discusses duties, accountability, transparency, and equal conditions for everyone,” the AI minister said. She also assured the audience that she embodies these values as much as, or perhaps even more than, any human colleague. At the end of her speech, Diella emphasized that her role is not to replace humans but to assist them.
