According to the draft, companies developing artificial intelligence models were supposed to submit their systems to the US government 90 days before they were made public. The authorities planned to check the models for possible security vulnerabilities and cyberattack risks.
Although the decree was expected to be signed on May 21, 2026, a few hours before the event, Trump announced that he would not approve the document. According to sources, and other Silicon Valley representatives were able to dissuade Trump from this decision.
They believed that the “voluntary” control mechanism could in the future turn into a mandatory state approval system. This could weaken the US position in the artificial intelligence race with China and slow down the development of technologies.
