Trump has presented a large-scale and ambitious strategy for the widespread application and development of artificial intelligence technologies in the country. This strategic document, called the “AI Action Plan,” aims to actively implement artificial intelligence technologies in the U.S. economy, security, and government administration.

Main Directions of the Plan

1. Removing Regulatory Barriers and Simplification

In Trump’s plan, easing existing laws and regulations related to artificial intelligence, essentially minimizing regulations, is a key focus. The plan proposes preventing states from adopting their own individual AI regulations and instead implementing unified, nationwide standards.

Additionally, the plan intends to remove topics such as climate change, inclusivity (ensuring equal opportunities for all), and misinformation from the federal risk assessment process. Some experts view this step as an attempt to eliminate ideologically controversial topics.

Technology companies will be required to prove the political neutrality of their AI models, although the specific criteria for this requirement have not yet been clearly defined.

2. Accelerating and Developing Infrastructure

Another major focus of the plan is the rapid expansion and modernization of the infrastructure necessary for AI development, including data centers, semiconductor (chip) manufacturing plants, and energy grids.

The plan also prioritizes the swift integration of artificial intelligence technologies into government administration, the defense industry, and other strategic sectors. This is considered a vital step to maintain and enhance the U.S.’s technological superiority over its competitors.

3. Strengthening Global Geopolitical Influence

To maintain its leadership position in AI, the U.S. plans to impose strict controls on the export of advanced technologies, particularly to rival countries such as China. This aims to protect technological secrets and advanced knowledge, thereby strengthening U.S. security and economic competitiveness.

At the same time, the plan includes retraining and professional development for specialists and the workforce to meet the demands of the AI era. This is crucial to ensure that workers adapt to new technologies and acquire high-level skills.

Goals and Implementation Process

Trump’s advisors believe that the U.S. is at a critical juncture in the AI field — it will either maintain its leadership or concede advantages to rival countries. The first implementation documents of the AI Action Plan are expected to be signed soon. Trump himself will present the details at the major technology forum “Hill and Valley.”

The plan has been positively received by investors, technology companies, and many business leaders because it promises to give a new boost to AI development. However, critics point out that the plan may pose certain risks. For example:

  • Easing regulations might cause ethical and social issues, including neglecting user rights and environmental protection.
  • Removing political and ideological issues from risk assessments might ignore the interests of different social groups.
  • Rapid implementation of technologies could deepen social inequalities and harm some groups.

Nevertheless, Trump’s plan is considered an important step for the U.S. to remain competitive in AI and to channel new technological opportunities toward national development.
