He was born in 1987 in the city of Sheki. He is Azerbaijani. He has a higher education.
In 2008, he graduated from Baku State University with a bachelor's degree in "Informatics", and in 2011, he graduated from the same university with a master's degree in the same specialty. In 2015, ADA University and Maastricht School of Management joined the joint EMBA program. In 2017, he graduated from those universities with a master's degree in International Business Management. In 2020, he received relevant certificates by continuing his education in special courses in the fields of "Digital Transformation in the Financial Sector" of the Copenhagen Business School, and "Business Analysis, Accounting and Economics for Managers" of the Harvard Business School in 2021. In 2014, he also received Oracle's "OCM" certification in enterprise architecture. From 2024, he continues his master's degree in "Applied Psychology" at London Metropolitan University, England.
He started working as a technical specialist in "ICL" LLC in 2009. In 2010-2011, he worked as a leading web programmer at Infosecurity LLC. In 2011-2016, he worked as a junior programmer, programmer, lead programmer in the Department of Information Communication Technologies at "Azercell Telecom" LLC, and in 2016-2018, he worked as the head of the Product and Service Creation department in that company.
In 2018-2020, he worked as the head of the Digital Engineering department of the Digital Laboratory department at PASHA Bank OJSC. From January 2021 to May 2024, he worked as the general director of the Technology block of that bank.
From May 2024, he was appointed as the General Director of the Central Bank. He is currently working in that position.
He is married and has three children.
