OpenAI has launched its new initiative, "OpenAI for Countries," aimed at collaborating with governments across various nations to build artificial intelligence infrastructure and adapt its products, including ChatGPT, to local languages and needs. This initiative is envisioned as an international expansion of the "Stargate" data center construction project currently underway in the United States.
The goal of OpenAI is to accelerate the development of artificial intelligence in different regions and ensure its application aligns with democratic values. The company plans to implement ten international projects in the first phase, although the specific countries involved have not been disclosed. The funding model for these projects will be shared between OpenAI and the respective governments, but the exact distribution of funds remains unspecified.
Chris Lehane, OpenAI's Vice President of Global Affairs, emphasized that this initiative aims to prevent authoritarian regimes from using AI technologies as tools for control and pressure. He added that the project will focus on the beneficial applications of AI in education, healthcare, and social sectors, expanding the technology’s reach for democratic purposes. The company stated it will prioritize collaboration with countries using the technology for democratic aims.
As part of the ongoing "Stargate" project in the U.S., a large data center has already begun construction in Abilene, Texas. OpenAI, along with Oracle and SoftBank, is involved in this project, and the company plans to open more data centers in 16 U.S. states in the coming years.
This initiative demonstrates OpenAI's commitment to international strategy and its dedication to fostering democratic technological development, especially in a time when artificial intelligence plays a crucial role in global power dynamics.
