Papara announces resumption of operations following court ruling on license revocation

Papara has announced that it will resume its operations after a court decision suspended the revocation of its electronic money license. The company stated that the lawsuit it filed against the decision of the Central Bank of the Republic of Turkey (CBRT) to revoke its license has been upheld, and the execution of the decision has been halted.

As a reminder, within the scope of an investigation into illegal betting activities conducted by the Istanbul Chief Public Prosecutor’s Office, a trustee had previously been appointed to Papara. Subsequently, with a decision dated October 30, 2025, the CBRT revoked the company’s operating license.

However, the Ankara 25th Administrative Court ruled on December 9, 2025, to suspend the execution of the license revocation decision. Following this ruling, Papara announced that it will reactivate its systems and infrastructure and continue providing services. The company also emphasized that the restoration process will be shared transparently with the public and that, in line with legal requirements, monitoring and control measures against illegal betting activities will continue.
