According to a report by the International Telecommunication Union (ITU), 25% of the Azerbaijani population has minimal digital literacy.
This was stated by Rashad Khaligov, Deputy Chairman of the Innovation and Digital Development Agency (IDIA) under the Ministry of Digital Development and Transport, at a conference on “The Impact of Digitalization and Artificial Intelligence on Workplaces”.
According to him, there are certain shortcomings in five modules among the remaining population:
“The biggest problem is related to the security component. While digitalization creates many opportunities, it also poses new threats. One of these is the issue of information and cybersecurity. Currently, 25% of the country’s population does not meet the minimum requirements in the field of security. It should be noted that these 25% of people actively use the Internet, but do not follow security rules. This makes them potential targets.”
R. Khaligov added that in order to solve these problems, important measures are being taken to increase the digital literacy of the population within the framework of the Digital Development Concept:
“Currently, more than 1 million people use a digital ID card on the "myGov" platform. At the same time, more than 3 million people in the country have a biometric-based electronic signature.”
