The opening ceremony of the “ASAN service” center was held in Islamabad, Pakistan.
It was reported that the ceremony was attended by the Prime Minister of the Islamic Republic of Pakistan, Muhammad Shahbaz Sharif, members of the Pakistani government, and a delegation led by Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
Information was provided about the center, which was established based on the ASAN concept, which is Azerbaijan’s intellectual brand. It was noted that on September 10, 2025, an “Agreement on Cooperation between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Pakistan on the Implementation of the “ASAN service” Experience in the Islamic Republic of Pakistan” was signed with the participation of the Prime Minister of the Islamic Republic of Pakistan.
Based on the instructions of President Ilham Aliyev, the State Agency has carried out cooperation in sharing the “ASAN service” experience with Pakistan. The necessary support has been provided to the Pakistani side in establishing the center.
It is planned to implement 64 services at the “Pakistan ASAN service” center by 12 state institutions at the initial stage.
The center implements “ASAN service” standards, ASAN volunteer program and ASAN’s innovative solutions.
A special corner reflecting Azerbaijan-Pakistan friendship has been created at the entrance to the center. It also features a quote from the President of the Republic of Azerbaijan Ilham Aliyev emphasizing the brotherly relations between the two countries.
After getting acquainted with the center, the Chairman of the State Agency Ulvi Mehdiyev made a presentation to the Pakistani delegation on the future development concept of the “Pakistan ASAN service” center, innovative solutions and the DOST concept of Azerbaijan.
Prime Minister Muhammad Shahbaz Sharif expressed his gratitude to the President of the Republic of Azerbaijan Ilham Aliyev for his support for the implementation of the “ASAN service” model in Pakistan. He evaluated “ASAN service” as a progressive and innovative model in the provision of public services and emphasized that this model will be widely applied in Pakistan.
It should be noted that an agreement has been signed with 30 countries and international organizations on the export of the “ASAN service” model. After Indonesia, Uzbekistan, Ethiopia, Uganda and Afghanistan, service centers based on the “ASAN service” model are now operating in Pakistan.
Pakistan is the second largest Muslim country in the world, and in this regard, the implementation of the “ASAN service” model here is of particular importance both in terms of strategic partnership and in terms of strengthening cooperation between countries that share the same values.
The opening ceremony was also attended by Anar Bayramov, Deputy Minister of Labor and Social Protection of the Population of the Republic of Azerbaijan, and Khazar Farhadov, Ambassador Extraordinary and Plenipotentiary of our country to Pakistan.
