The responsibilities of the Ministry of Digital Development and Transport have been increased.

According to APA, this was reflected in the amendments made to the “Regulations on the Ministry of Digital Development and Transport of the Republic of Azerbaijan” by the Decree signed by President Ilham Aliyev.

The duties of the Ministry include the following:

- to give consent to the commencement of road works through a subordinate body, depending on their nature and duration;

- to determine the rules for the certification of crew members on ships of the transport fleet of the Republic of Azerbaijan;

- to maintain official registers of ships (except for small-sized ships), railway vehicles, civil aviation aircraft and space objects sailing under the State Flag of the Republic of Azerbaijan through subordinate bodies;

- to provide feedback on the urban movement (mobility) plan;

- to organize the state examination of personal data information resources and systems, as well as their project documents through a subordinate body, to organize the education of owners, operators and subjects in the field of personal data protection;

- to carry out an audit of the organizational and technical compliance of the collection, processing and protection of personal data in accordance with the requirements of regulatory legal acts based on the orders of the owners and operators of personal data through a subordinate body;

- to take measures directly and through a subordinate body regarding the implementation of radio spectrum management;

- to ensure the technological development of the existing infrastructure in order to increase the availability of broadband Internet access and the quality of services;

- to take measures together with relevant bodies to detect and prevent actions aimed at violating the cybersecurity of other information infrastructures across the country, including those belonging to state bodies, as well as those belonging to critical information infrastructures, except for the security of critical information infrastructures;

- to organize the activities of the national computer incident response center, which ensures the implementation of preventive measures in the country, and to determine unified information mechanisms between national and sectoral computer incident response centers;

- to obtain information on electronic threats and cyber incidents from relevant agencies, similar agencies of other countries, international organizations, as well as individuals and legal entities, as well as to take measures to ensure the completeness (accurate, clear, up-to-date and complete) and accessibility (possibility of access, acquisition, control) of the information;

- to take measures to ensure the information security of the country's airspace together with relevant state agencies;

- to conduct state registration and state register of information systems of personal data in accordance with the Law of the Republic of Azerbaijan "On Personal Data", as well as to verify, together with relevant state agencies, the compliance of the collection, processing and protection of personal data in information systems included in the state register with the requirements of that Law, as well as the compliance of data and their processing methods with the declared goals of the information system;”;

- to carry out the functions of a coordinating body in accordance with the rules established by the President of the Republic of Azerbaijan regarding the formation, maintenance, integration and archiving of the state information resource and system;

- take measures to digitize and, if possible, proactively organize and improve government-to-citizen (G2C), government-to-business (G2B), government-to-government (G2G), business-to-government (B2G), business-to-consumer (B2C) and business-to-business (B2B) services;

- take measures through its subordinate institutions regarding the safety of maritime navigation, the protection of human life and health at sea, and the protection of the marine environment;

- make proposals on ensuring the continuity, safety and quality of railway transportation processes;

- determine the rules of service on intercity railways, monitor compliance with these rules and traffic safety requirements, as well as verify and test knowledge of railway technical operation and technical safety rules in institutions owning intercity railways;

- to determine the requirements for the production, operation and maintenance of locomotives, freight, passenger and baggage wagons, motor-car vehicles, as well as other rolling stock and containers that ensure the performance of transportation and the operation of railway transport;

- to establish the requirements for the production, operation and maintenance of railway transport in

to monitor the operation of individual infrastructure facilities, a single production infrastructure network and trains, ensuring fire safety and security, as well as the organization of freight work, transportation and train movement on public railways;

- to approve requirements for the provision of communication, information, marketing, service and other services in the field of railway transport, as well as to monitor the implementation of passenger and freight transportation using public railway infrastructure.
