Azerbaijan ratifies UN Convention against Cybercrime

President of Azerbaijan Ilham Aliyev has signed the law on the ratification of the “United Nations Convention against Cybercrime on Strengthening International Cooperation in Combating Certain Crimes Committed Using Information and Communication Technology Systems and in the Electronic Exchange of Evidence of Serious Crimes”.

It should be noted that the document was signed in Hanoi on October 25, 2025.

The main purpose of the Convention is to prevent cybercrime, strengthen cooperation between states and provide technical support to developing countries. The document requires member states to criminalize acts such as illegal access to ICT systems (hacking), illegal seizure of data, and interference with electronic data and systems.

In addition, the preparation and dissemination of child sexual exploitation materials in the online environment, the grooming of children for sexual purposes, as well as the sharing of intimate images without consent are defined as crimes at the international level.

The Convention creates legal mechanisms for the rapid preservation, search and seizure of electronic evidence, as well as the collection of traffic data in real time. At the same time, the protection of human rights and freedoms has been established as a basic principle in the implementation of the document.

The establishment of 24/7 contact points between states to ensure efficiency in the fight against cybercrime, and the simplification of extradition and mutual legal assistance procedures are also important provisions of the Convention. The document will enter into force after ratification by 40 states.
