A new phase is beginning in improving transparency and efficiency in the management of public finances in the Republic of Azerbaijan, as well as expanding digitalization.
By the decree of President Ilham Aliyev dated August 25, 2025, the application of digitalization and modern management mechanisms in public finance is envisaged. The new decree aims to introduce innovative approaches in the management of state finances, expand digitalization, strengthen financial discipline, and ensure the efficient use of public funds.
According to the decree, the Ministry of Finance will establish the “Digital Public Finance” information system. This system will allow monitoring of state budget revenues and expenditures, tax and customs revenues, financial indicators of state-owned legal entities, audit and accounting, public debt, and financial obligations through a unified electronic platform. The application of digital technologies will enhance transparency, operational efficiency, and oversight in the management of public finances.
In accordance with the decree, the budget projects and performance indicators of state institutions and public legal entities will be regularly analyzed, and the results will be presented to the President of the Republic of Azerbaijan.
New measures include strengthening control over budget revenues, full implementation of electronic procurement contracts in the public sector, increasing efficiency and transparency, targeted execution of budget funds, optimizing budget expenditures, and improving spending norms.
