OpenAI has signed a partnership agreement with the Maltese government as part of the “OpenAI for Countries” project. Under the agreement, starting in May 2026, the ChatGPT Plus service, which costs $20 per month, will be made available to all residents of the country for free for one year.
However, users must first complete a mandatory training course on using neural networks developed by the University of Malta. After that, the Malta Digital Innovation Authority will oversee the distribution of access to the service.
The free ChatGPT Plus service will also be available to Maltese citizens living abroad. Details on how citizenship will be verified have not yet been provided.
OpenAI did not disclose the financial details of the partnership and did not announce any plans to build new data centers.
