Russia begins issuing "talent visas" to foreign citizens

Starting from April 2026, Russia will begin issuing “talent visas” to foreign citizens. This was reported by Russian Foreign Minister Sergey Lavrov.

According to Gazeta.ru, the decree on issuing such visas was adopted back in December 2025. The proposal to issue “talent visas” to foreign citizens was put forward in mid-January 2026 by Mikhail Delyagin, deputy chairman of the State Duma Committee on Economic Policy.

According to Sergey Lavrov, the adopted decree envisages supporting the relocation of talented foreign citizens to the country who meet the interests of Russia.

Individuals with achievements in the fields of scientific and technological development, production, sports and creativity will be able to apply for this visa. At the same time, individuals who have achieved success in the cultural and humanitarian fields, in education, have contributed to the development of society and the economy, and have participated in ensuring the defense capabilities and security of Russia will also be included in this category.

In addition, foreign citizens with particularly in-demand professions, qualifications or skills will also be eligible for a “talent visa”. It is noted that there is no official list of these professions and skills.

Such individuals will be issued multiple-entry business visas for a period of up to 1 year. The organizational work on the visa issuance process is planned to be completed by April 15, 2026.
