According to the cooperation between the Ministry of Digital Development and Transport and the Ministry of Transport of the Russian Federation, a competition for various educational levels is announced for the academic year 2024-2025.
Successful students can take advantage of the scholarship program at the Russian University of Transport (Российский университет transporta (МИИТ)) of the Russian Federation. The scholarship program aims to train young national personnel in the field of transport in Azerbaijan.
Educational degrees at the university include bachelor's, specialty, master's. There is also a preparatory faculty for the Russian language. The form of education is visual. Teaching is conducted in Russian.

Registration, acceptance of documents and admission tests are conducted online.
The following documents will be required from those who successfully pass the tests and are admitted to the university:
- A scanned copy of the passport and a scanned copy of the notarized translation of the passport into Russian
- Scanned copies of educational documents (certificate of secondary education, diplomas) and scanned copies of their notarized translations
- Scanned copy of medical certificate
- Scanned copy of HIV-negative certificate
- Annotation (for applicants entering the master's program)
